dc.description.abstractLa participación ciudadana es un derecho consagrado en la Constitución colombiana, quegarantiza el derecho de libre asociación y los mecanismos de participación del pueblo. Con estos, lasleyes y decretos reglamentarios como la Ley 743 de 2002, y el Decreto 2350 de 2003, que rige losorganismos de acción comunal y la forma de participación, el municipio de Envigado da lugar a lasJuntas de Acción Comunal (JAC), figuras que fueron trascendentales para su desarrollo a lo largo delsiglo XX. Este trabajo permitió conocer ese desenvolvimiento de participación ciudadana a través delas JAC pertenecientes al municipio de Envigado y se diagnosticó la situación actual, basada en lasleyes y reglamentaciones que a partir de 2002 dieron un giro significativo a estos organismos.en_ES

dc.description.abstractengCitizen Participation is a right enshrined in the Colombian Constitution guaranteeing theright of free association and mechanisms for participation of the people. With these, the laws andregulatory decrees as Act 743 of 2002, and Decree 2350 of 2003 that governs the community actionagencies and how to participate, the municipality of Envigado gives rise to the Community ActionsAssembly figures that were key to their development throughout the twentieth century. This workallowed us to know that development of citizen participation through the JAC belonging to themunicipality of Envigado and diagnosed the current situation, based on the laws and regulations fromthe year 2002 gave a significant change to these agencies.en_ES
