Evolución del Sistema de Salud y el impacto de la reforma con el déficit de las Entidades Promotoras de Salud (EPS)

Abstract

En el contexto referido en la presente monografía, se habla de la reforma al Sistema de Salud y cómo afecta las finanzas y la operación de las Entidades Promotoras de Salud (EPS); se analiza su evolución desde la década de los 90´s durante la implementación de la ley 100, y como podría beneficiar o afectar al Sistema General de Seguridad Social en Salud (SGSSS) la actual propuesta de reforma al mismo, de cómo ésta se encuentra estructurada y el mecanismo para su implementación, las repercusiones que tendrá en los usuarios y empleadores. La financiación del Sistema de Salud en el país es de gran importancia puesto que garantiza el acceso a los servicios de salud, y esta depende de la disponibilidad de recursos. Durante los últimos años el Sistema de Salud ha tenido que enfrentar una gran variedad de retos, tanto administrativos como económicos, todo esto dado por las diferencias entre la cobertura y prestación de servicios a usuarios del Régimen Subsidiado (que refleja un alto porcentaje de usuarios) y del Régimen Contributivo, siendo necesario ordenar la igualdad entre ambos Regímenes en cuanto a los beneficios como son el acceso a los servicios, tecnologías y medicamentos necesarios para la promoción de la salud, prevención, detección temprana, diagnóstico, tratamiento, rehabilitación y paliación de las enfermedades. Considerando lo antes descrito, podemos analizar qué tan beneficiosa es para los usuarios la Reforma al Sistema de Salud propuesta en la actualidad (año 2023)
