Este artículo presenta de manera objetiva la realidad de las responsabilidades de los servidores públicos relacionados con la etapa de la planeación del contrato estatal, a fin de demostrar que les asisten varios tipos de responsabilidades, en especial la disciplinaria durante todo el proceso de la planeación del contrato estatal, a donde acuden no solamente abogados sino además expertos en otras disciplinas, significando lo
anterior, que el ordenador del gasto no es el único responsable, de conformidad con los desarrollos jurisprudenciales, especialmente del Consejo de Estado, como corporación de cierre de la jurisdicción contencioso administrativa.
